    The opportunity
    The American Civil Liberties Union of Northern California (ACLU-NC) seeks an advocate with two to three years of relevant experience to help advance voting rights across California. The Voting Rights Associate is a critical member of the ACLU of California’s Voting Rights Project team, which works to protect and promote the voting rights of Californians by utilizing a range of advocacy strategies, including collaborative work with other advocates and election officials, legislative and administrative advocacy, strategic communications/media, and litigation. The position will be based in our San Francisco office and reports to the Voting Rights Project Manager & Attorney, who is based in the Sacramento office.

    The position
    Your focus will be on advancing voting rights and reforming campaign finance in California. Specifically, you will work to improve California’s compliance with the National Voter Registration Act (NVRA), a federal law that is a critical vehicle to ensure that historically disenfranchised communities, including people of color, people with disabilities, and low-income people have access to engage in our democracy. You will also focus on advancing publicly financed elections in the Bay Area to help create a more level playing field for candidates. You are responsible for evaluating existing policies and best practices, crafting recommendations, and establishing relationships with stakeholders. You may also write reports and will serve as a resource for community groups and organize local events and meetings. You will support other Voting Rights Project work, including helping to implement new reforms such as California’s new vote center model and automated registration, while seeking opportunities to improve accessibility for voters with disabilities and voters with limited English proficiency.

    Duties & responsibilities
    Advocate for full and effective NVRA compliance to the Secretary of State’s office and NVRA agencies. The Associate/Attorney will coordinate advocacy with other partner organizations, work collaboratively with NVRA agencies and elections officials, develop best practices, track compliance by monitoring available data, and promote the expansion of the NVRA to new agencies for sustained voter registration opportunities.

    Advance publicly financed elections in the Bay Area. The Associate/Attorney will assess the current state of local public financing of elections, establish relationships with interested organizations and stakeholders, build the ACLU’s role as a constructive partner in the campaign finance reform space, and develop a strategy to support existing efforts and/or convene interested stakeholders.

    Advocate for compliance with other state and federal voting rights laws. Responsibilities will include legal and policy research, including data analysis, as well as supporting legislative advocacy and litigation.

    Qualifications
    • At least 2-3 years of experience in policy research, development, or advocacy;
    • Demonstrated experience in policy development, advocacy, and research, including strong written and oral communication skills;
    • Excellent relationship-building skills and ability to inspire collaboration, including success working as a member of a team and in leading projects and people towards action;
    • Demonstrated experience engaging in creative problem solving, taking initiative, and bringing a solutions-oriented approach;
    • Demonstrated experience engaging and working with and/or on behalf of underrepresented communities;
    • Extremely strong project and time management skills, including a high level of organization, attention to detail, and follow-through, while balancing and prioritize multiple activities and responsibilities;
    • Ability to work independently and with a high degree of professionalism and confidentiality.  Demonstrated commitment to advancing the ACLU’s values, mission, goals and programs;
    • Willingness to travel occasionally, including regular trips to Sacramento; and
    • Knowledge of Microsoft Word, Excel, and Outlook.
    Desired qualifications
    •  J.D. or graduate degree;
    • Voting rights policy or advocacy experience; and
    • Campaign finance reform policy or advocacy experience.
